Moving beyond Baptist Landmarkism, Conner found the term church to be used in the New Testament in a universal as well as local sense. The church as the body of Christ is primarily fellowship rather than organization. Conner favored democratic polity, basing it on the principles of New Testament Christianity rather than on proof-texts. In 1925, he stressed edification, evangelization, benevolence, and moral dynamism as the mission of the church, whereas in 1945, he contended that “the first business” of a church is worship. Emphatic about a divine call to preach, he reckoned baptism and the Lord's Supper to be pictorial and symbolic, rejected pedobaptism and “alien immersion,” and held to close communion. Conner treated last things under the title “The Consummation of Salvation: The Coming of the Kingdom of God.” Recognizing that there were unique difficulties vis-à-vis eschatology, he set forth a fivefold interpretation of the kingdom of God: universal sovereignty, the theocracy of Israel, the spiritual rule founded by Jesus, “a progressive power in the world,” and the consummated or eternal kingship. In 1924, Conner taught one general resurrection of all humans at the time of the second coming of Jesus, whereas in 1945 he, following T. P. Stafford, inclined toward the view that resurrection bodies are received at death and resurrection itself will accompany the Second Coming. In 1924, Conner inclined toward postmillennialism, but in 1945, he identified himself generally with amillennialism. The final judgment will reveal human character, assign destinies, and vindicate God's dealings with humanity. Conner affirmed heaven and hell, rejecting restorationism and annihilationism.82
